The Board of County Commissioners of Fillmore County, Minnesota met in special session this 4th day of September, 2018 at 9:00 a.m. in the Commissioners' Board Room, Fillmore County Courthouse, in the City of Preston.
The following members were present: Commissioners Mitch Lentz, Duane Bakke, Randy Dahl, Gary Peterson and Marc Prestby. Also present were: Bobbie Vickerman, Coordinator/Clerk & Auditor/Treasurer; Kevin Olson, Social Services Manager; Jessica Erickson, Director of Nursing; Jason Marquardt, Veteran Services Officer; Cynthia Blagsvedt, Assessor; Diane Olson, Fiscal Officer; Donna Rasmussen, District Administrator, Soil and Water Conservation District (SWCD); Kristina Kohn, Human Resources Officer; Tessia Melvin, Management Consultant, David Drown & Associates; Thomas Kaase, Sheriff; Robert Pickett; Bonita Underbakke; Karen Reisner, Fillmore County Journal; and Gretchen Mensink, Bluff Country News.
The Pledge of Allegiance was recited.
On motion by Bakke and seconded by Prestby, the agenda was unanimously approved.
On motion by Prestby and seconded by Peterson, the Board unanimously approved the following Consent Agenda:
1. The August 28, 2018 minutes as presented.
2. On-sale liquor license for Serenity Hills, LLC, Preston, MN from September 29, 2018 to September 29, 2019.
On motion by Bakke and seconded by Prestby, the Board unanimously approved payment of the following Commissioners' warrants:
The Auditor's warrants were reviewed.
Tessia Melvin, Management Consultant, David Drown & Associates; and Kristina Kohn, Human Resources Officer, were present.
Management Consultant Melvin presented job descriptions of all positions. The Board reviewed the position descriptions.
On motion by Dahl and seconded by Bakke, the Board unanimously approved all job descriptions.
The Citizens Input portion of the meeting was opened and closed at 9:49 a.m. as no one spoke.
On motion by Bakke and seconded by Prestby, the Board unanimously approved the updated benchmark list for the compensation study. (On file in the Coordinator's Office)
On motion by Peterson and seconded by Bakke, the Board unanimously approved to hire Alex Hartley as Deputy Sheriff effective September 21, 2018 as recommended by the Hiring Committee.
Donna Rasmussen, District Administrator, Soil and Water Conservation District (SWCD), presented the proposed 2019 budgets for Soil & Water Conservation District and Water Quality.
Kevin Olson, Social Services Manager; Jason Marquardt, Veteran Services Officer; Jessica Erickson, Director of Nursing, Community Services, presented the proposed 2019 budgets for Human Services, Veterans, and Public Health.
Thomas Kaase, Sheriff, was present.
Sheriff Kaase presented the following proposed 2019 budgets for the following departments:

° Spring Valley-Wykoff contract ° County Jail
° Harmony-Mabel-Canton contract ° Emergency Management
Bobbie Vickerman, Coordinator - Auditor/Treasurer, presented the proposed 2019 budgets for the following:
° 2010 Bond ° Law Library ° District Court
° County Fair Board ° County Farm ° Historical Society
° Medical Examiner ° Corrections ° Community Health
° Courthouse Security
Coordinator - Auditor/Treasurer Vickerman presented the levy. Options were discussed for the 2019 budget.
A review of the calendar was done and the following committee reports and announcements were given:
Bakke – Catalpa, LLC and MN Pollution Control Agency (MPCA) agreed to delay determination of an Environment Impact Study (EIS) until December 31, 2018. Bakke reminded everyone that the Unit of Township banquet is on September 11th at the Wykoff Community Center. Lentz, Bakke and Vickerman will be attending the Association of Minnesota Counties (AMC) Fall Policy Conference, September 13-14, 2018.
On motion by Prestby and seconded by Dahl, the Chair adjourned the meeting at 11:41 a.m.
